FEMA Reform and What It Means for Virginians

Severe weather and natural disasters are becoming more frequent—and more disruptive—for communities across the country. When they happen, recovery depends not just on preparation, but on how well federal, state, and local systems work together.

Right now, Congress is considering an important opportunity to improve that system.

The Fixing Emergency Management for Americans Act (H.R. 4669) would modernize the Federal Emergency Management Agency (FEMA) and strengthen how our country prepares for and responds to disasters. This bipartisan legislation has already advanced out of committee and is now awaiting a vote in the full U.S. House of Representatives.

As a member of Mutual Assurance Society of Virginia—and through our partnership with the National Association of Mutual Insurance Companies (NAMIC)—you are part of a broader effort to advocate for practical, common-sense solutions like this one.

Why This Matters Now

FEMA is at a crossroads. Some proposals have called for major structural changes, while others would leave the current system largely unchanged. Neither extreme fully addresses the challenges communities are facing today.

NAMIC and its members support a more balanced approach: a FEMA that works more efficiently, pushes resources where they are needed most, and continues to play a strong federal role in disaster response.

With disasters increasing in both frequency and severity, improving how recovery works isn’t optional—it’s essential.

What This Legislation Would Do

The Fixing Emergency Management for Americans Act focuses on practical improvements that would make a real difference when disaster strikes:

  • Stronger leadership and accountability by restoring FEMA’s administrator to a cabinet-level position

  • Better investment in mitigation, helping reduce damage and costs before disasters happen

  • Simplified access to assistance through a single, streamlined application for federal aid

These changes are designed to cut through delays, improve coordination, and make recovery more straightforward for individuals and communities.

How This Impacts You

Members of FEMA are standing around a table covered with maps and papers, discussing steps to help with storm recovery.

When disaster response works well, recovery is faster and less burdensome for everyone involved. When it doesn’t, the effects can linger for months or even years.

A more effective FEMA means:

  • Quicker access to support after a disaster

  • Better coordination between agencies

  • Stronger efforts to reduce risk before damage occurs

These improvements help protect homes, communities, and the long-term stability of the insurance system that members rely on.

Take Action

You can help move this legislation forward.

Reaching out to your elected officials is one of the most effective ways to make your voice heard. It only takes a few minutes to let your representatives know that modernizing FEMA should be a priority.

When you contact their office—by phone or email—you can simply say:

“I’m a member of Mutual Assurance Society of Virginia, and I’m asking you to support the Fixing Emergency Management for Americans Act (H.R. 4669). Strengthening FEMA will help communities prepare for and recover from disasters more effectively.”

Moving Forward Together

At Mutual Assurance, we believe in proactive solutions that strengthen the communities we serve. Supporting thoughtful FEMA reform is one such opportunity.

By staying informed and engaged, you help ensure that when the next disaster occurs, the path to recovery is clearer, faster, and more effective—for you, your neighbors, and communities across the state.
